Hopefully you know that the committee sent out a letter to all Shipton Parishioners asking for their support in the building of a Tennis Club pavilion.
(Apologies to any member who didn’t receive this information by email but I lost internet connection for three weeks and had to find an alternative means to contact you.)
We collected 329 signatures in support and 9 against - a great result.
Martin Gibbs, Chairman, presented these results to the Parish Council on 14th January 2010.
The following motion was passed at this Parish Council meeting by a majority of 5 – 2 without any regard to the result of the petition:-
The Parish Council welcomed a thriving Tennis Club in Shipton but does not intend to proceed with an application for deregistration of land on the registered green to enable a pavilion to be built for the Wychwoods Tennis Club because:-
1. There are outstanding concerns regarding the status of land surrounding the plot in question and these must be resolved.
2. According to advice from Defra, replacement land would be required even though the project is less than 200 sq.metres i.e. an application for deregistration where no replacement land is offered is most unlikely to be granted if no public interest is served by the deregistration. The Parish Council is not minded to offer or attempt to acquire replacement land.
We will be responding to this proposal and await legal advice in an honest attempt to clarify these points.
A letter of thanks will be sent to all those parishioners who supported us.

ANNUAL GENERAL MEETING AT THE WYCHWOODS GOLF CLUB

Please note that the cheques and the proposal form if appropriate must reach Ian Carrington by Monday 18th January (address is on menu sheet).
Members may recall that at the 2006 A.G.M. an amendment was proposed to the Articles of Association whereby the officers and members of the Committee would serve for three years and that for the transition one third would retire in 2007, a further one third in 2008 and the final third in 2009. In the Agenda for the A.G.M. to be held on the 26th February, the committee have continued to follow this formula for 2010. There is no limit set upon the numbers of Committee members, although for practical purposes fourteen, not including the Honorary President, may be the most useful maximum. It is of course open to members to propose other candidates and an appropriate form for this is attached. Valid proposals must include a proposer and a seconder and an indication that the candidate is willing to serve. Any such proposals must be sent to me by Monday 18th January. Late proposals or proposals from the floor of the A.G.M. will not be accepted.
Pavilion update:

The Club has planning permission for a building on the site at the northwest corner of the courts. Funds are available. We have agreement on joint use and a lease. The remaining obstacle is the status of the area as registered Village Green, on which it is forbidden by law to build. Deregistration can be granted by the Secretary of State (DEFRA) on the application of the Parish Council.
An offer of land in compensation is not required by law where only small areas are involved, but deregistration is at the discretion of DEFRA, and subject to various conditions. We cannot be certain of success although the QC’s opinion we have received is that we have a good case. An offer of compensatory land would be helpful, but the Club has no land of its own. We have been engaged with the Parish Council for some considerable time (16 months) in an effort to resolve the legal position and to satisfy them that an application should go ahead. We hope to resolve this in the coming few weeks.

New Pavilion
PROJECT DETAIL
Since the installation of new tennis courts in 2001 the Wychwoods Tennis Club has expanded from c 150 members to a current membership of in excess of 303, 142 of whom are juniors. The Club now feels that it requires a pavilion to fulfil the needs of the membership and substantiate its role in the community. The pavilion will be set into the bank on the north west end of the courts. It will be a single story building 12 metres long and 4.2 metres wide. The frontage will be stone faced with windows facing the courts, there will be a 2.2 metre patio between the pavilion and the courts. The interior will house a compartmentalised kitchenette, two changing cubicles and a toilet. The remaining area will be used for social activities, coaching and meetings.
PROGRESS TO DATE
The club obtained planning approval in March 2006 for the pavilion. Funding for the pavilion will be sourced from club funds, an LTA loan, grants and fund raising activities all of which are progressing satisfactorily. There will be regular updates to this section so please come back and visit
OBJECTIVES
To be a central focus for the club with the following aims-
- To have uninterrupted access and always available facilities to enable the proper running of League matches, Tournaments, Club Nights, Coaching etc.
- To hold competitive events
- To give the club an identity
- To act as a shelter and alternative venue when the weather is inclement
OUTCOMES
The club will be able to offer discrete facilities within a pavilion that will engender the spirit of the club. The uninterrupted availability of the pavilion’s facilities will allow the professional running of adult and junior league matches, tournaments and coaching. These advantages will promote a wider participation of members in competitive tennis and will provide a focus for club events.
FUNDRAISING
The Club is always looking for fresh fundraising ideas so, if you have some of those ideas please do not hesitate to contact any member of the committee. This project is driven by the generosity of the Club's members and we would like to thank those that have already put their hands in their pockets to help us create our new pavilion.
